1- Policy Making, Smartification, and Development and Improvement of Intellectual Assets

This part of the UDRC’s programs are aimed towards conception of major strategies, policy making, reformation of managerial structures and planning for the realization of sustainable urban regeneration in line with the approved objectives of the National Bill; as explained bellow:

  • Developing Fundamental Knowledge and Determining Approaches

 

  • Forming workgroups, councils and specialist committees
  • Compiling and determining basic concepts in the formats of action plans, manuals of style and circulars
  • Carrying out fundamental researches

1-2- Compiling Strategic Documents

  • Compiling and approving national documents
  • Compiling manual of style for codification of provincial, urban, local documents and compiling and narrowing down the process of their direction and approval

1-3- Reforming Procedures, Managerial Structure and Planning

  • Editing and updating the planning structure
  • Reviving the laws and overseeing their realization
  • Compiling and approving required complementary laws and updating existing laws
  • Optimizing procedures and declaring them through action plans, manuals of style and circulars
  • Developing new managerial technologies and tools

1-4- Monitoring and Assessment

  • Documentation and establishment of databases
  • Assessment of measures and programs (technically, economically, socially, ecologically)

2- Directing Non-physical Programs and Measures (Topical) with a Capacity-Building and Empowering Approach

This part of the UDRC’s programs are aimed towards the direction of non-physical programs that sets the ground for the realization of urban Improvement and renewal policies and programs with maximum presence of people, with the objective of capacity-building and empowering all of the active parties in the process of urban regeneration. These measures and programs include:

2-1- Compiling Plans and Action Plans for Urban Regeneration

  • Compiling provincial regeneration program
  • Collaborating in the compilation of 5-year provincial development and reconstruction programs
  • Compiling the programs for the regeneration of the cities of the province
  • Compiling the renewal and Improvement plan for public space in cities
  • Compiling the renewal and Improvement plan for housing in cities
  • Compiling the regeneration plan for neighborhoods
  • Compiling reuse plan for valuable buildings

2-2- Educating Active Parties and Involved Groups in Urban Regeneration

  • Educating the first ‘involved group’ (Inhabitants of the neighborhood)
  • Educating the second ‘involved group’ (experts and directors of the involved organizations, or all the people who live outside the neighborhood but are in a constant and defined professional or voluntary relation with the neighborhood – the facilitators)
  • Educating and informing the third ‘involved group’ (High-rank directors)
  • Educating and informing the fourth ‘involved group’ (Policy makers, decision makers and planners on national scale)
  • Defining and effecting shaped information stabilization program
  • Producing and publishing educational packages (book, video, press, brochures, etc.), based on contextual researches

2-3- Institutionalization

  • Launching and directing Neighborhood Renewal Service Offices
  • Supporting the formation and the activities of people-run establishments and NGOs

2-4- Directing Cooperative and Collaborative Networks for Urban Regeneration

  • Launching and directing national and provincial headquarters
  • Establishing Committees, councils and cooperative networks with active parties in regeneration (facilitators, developers, private sector, municipalities, people, professionals, academics, artists, NGOs, governmental organizations, etc.)
  • Signing and effecting contracts and MOUs with organizations and agencies involved in the process of urban regeneration
  • Cooperating with active networks and workgroups in the field of urban regeneration on international scale
  • Cooperating with related specialist and scientific associations

2-5- Promoting and Informing Different Levels of the Active Parties in Urban Regeneration and Managing-Related Cultural Programs

  • Supporting student dissertations
  • Publications (books, ‘Haft Shahr’ Journal, promotional packages, study results, etc.)
  • Planning and participating in conducting seminars, conferences and talks
  • Planning and participating in conducting promotional-cultural exhibitions (photography, painting, cartooning, etc.)
  • Planning and participating in producing promotional-cultural products (movies, animations, posters, brochures, etc.)
  • Documenting the experiences and measures in the field of urban regeneration domestically and internationally
  • Informing and awareness raising through the press, the media and press conferences

2-6- Applied Studies

  • Doing applied researches
  • Translating reference books and documents

2-7- (Financial/Legal) Instrumentation with the Objective of Directing, Controlling and Facilitating Urban Regeneration

  • Obtaining executive, financial and legal authorizations in order to realize the urban regeneration objectives
  • Defining and dedicating packages, encouragements and legal, financial and credit facilities in order to attract the participation of people and the private sector

3- Directing Physical Programs and Measures (Local) with an Approach that Stimulates Urban Regeneration Programs

This part of the UDRC’s programs are aimed towards the management of executive physical and local programs that are defined and made effective with the purpose of stimulation and acceleration of urban regeneration programs. These measures include:

3-1- Environmental and Public Territory Renewal and Improvement in Cities in Collaboration with Urban Management (neighborhood/city)

  • Improvement and enhancement of urban infrastructures and road networks
  • Development and mobilization of neighborhood public spaces, centers and thoroughfares

3-2- Leading and Directing Housing Improvement and Renewal

  • Renewal of residential complexes
  • Housing role-modelling (defining model projects), with the purpose of improving quality and identity in construction

3-3- Improvement and Renewal of Multifunctional Complexes

3-4- Reusing Valuable Buildings

3-5- Developing Local-urban Services (Clinic, playground, park, school, library, community center, etc.)
