The National Strategic Bill of Revitalization, Improvement, Renewal and Empowerment of Obsolete and Inefficient Urban Fabrics

In accordance to Article 16 of the Protection Act of Revitalization, Improvement and Renewal of Obsolete and Inefficient Urban Fabrics, this bill was compiled with the objective of attracting cooperation and participation of all of the related organizations in the process of sustainable Improvement of target areas and neighborhoods for urban renewal, Improvement and revitalization programs, by the Ministry of Transportation and Housing [the UDRC], in collaboration with the Ministry of Interior, Iran Cultural Heritage, Handcrafts and Tourism Organization and the Higher Council of Provinces, in order to preserve civil rights, improve the quality of life, restore urban identity and implement local governance, in line with integrated management and direction and unity in approach among all of the related agencies on national and local scales, with regards to the Criteria of Iranian-Islamic Architecture and Urban Planning; and was approved by the cabinet in 25/9/2014, according to Article 138 of the Constitution.

- Standards of housing, urban infrastructures and services, and public space per capita is equal to the average of the city hosting them.

- The physical and functional transformations are headed towards improvement, enrichment and sustainable development.

- The sense of hope and comfort is apparent in families in a way that fuels their tangible and intangible potentials, endeavor and advancement towards a better future.

The objectives of the bill in the fields of preventing and solving the issues of the target areas and neighborhoods are:

  • Prevention and prediction of the expansion of chaotic urban areas and neighborhoods from economic, social, ecological and physical aspects;
  • Realization of the improvement of civil culture, and the participation and cooperation of local institutions;
  • Improvement of the quality, safety and stability of construction and enjoyment of inhabitants from agreeable urban infrastructures and services;
  • Improvement of the social status of the inhabitants and creation of income and job opportunities for them regarding the development capacities of the target areas and neighborhoods;
  • Sustainable preservation and revitalization of historical-cultural heritage and cultural identity of cities;
  • Realization of sustainable lifestyle in the measures of urban revitalization, Improvement and renewal.
