ما باید کارهای اولویت دار و فوری را مورد اهتمام ویژه قرار دهیم که از جمله آن ها نوسازی بافت های فرسوده است.
ترمیم بافت های فرسوده شهرها و روستاها دراولویت کاری دستگاه های مسئول قرار گیرد.
مراد از برقراری نظام مقدس جمهوری اسلامی، همانا فقرزدایی و محرومیت زدایی است.
با سیاست گذاری توأمان با ابتکار و شجاعت و جرات، وارد میدان شوید.

1. Lack of anticipation and attention to preventive policies and programs on the sprawl of disorganized urban neighborhoods and settlements;

2. Disregarding the presence and contribution of citizens and the collaboration of civil society organizations in the process of policy making, planning and implementing urban rehabilitation and renewal programs;

3. Lack of national consolidation and convergence of the agencies involved in the process of reinvention of the target neighborhoods and districts;

4. Mere attention to physical dimensions and aesthetics in organizing and rehabilitation of the target districts and disregarding the social, economic and environmental considerations in measures;

5. Activists involved, such as the Government and municipalities cannot play their appropriate role, especially interventions and direct involvement in the process of urban rehabilitation and renovation;

6. Disregarding these neighborhoods and the districts’ population to be involved and participate in the rehabilitation and renovation process as well as the low level of public awareness to the importance and necessity of urban reinvention projects;

7. To pay no attention to the cultural-historical values and wealth of cities and the endangered remnants as well as the low quality and unsafe construction within the framework of the urban renewal;

8. Failure to allocate the resources necessary to develop services, enhance the infrastructures and provide the residents and homeowners with the basic facilities;

9. Lack of convergence of different urban development plans, particularly housing provision plans, taking into consideration the capacities and opportunities available in the target neighborhoods of urban rehabilitation and renovation projects;

10. Lack of attention to capacity building in urban governance in order to grant the central role to this entity as the single and coordinated urban management entity,

11. Lack of necessary support of investors and the private sector developers and use it as an incentive to participate in urban rehabilitation and renovation plans and projects;

12.  Lack of up-to-date knowledge and measures’ monitoring system in order to take advantage of the experiences and lessons learned from previous measures as well as sort of disorder in the approaches and way of action;

13. Lack of proper patterns of low-income housing and separation between housing policies (mainly governmental and top-down policies) and the urban development projects and policies at the local level;

14. Lack of confidence among residents of the reinvent targeted neighborhoods and districts to the measures and policies of the governance sector (the Government, municipalities…);

15. Ignore the projects of natural disasters and accidents risk mitigation in urban constructions and infrastructures in the target neighborhoods and districts for reinvention; 

16. Discordance among the agencies involved in the rehabilitation and renewal process, having sectoral, parallel and sometimes non-parallel view, and thus lack of harmony in the projects and waste of litation resources.
