Urban poverty as one of the main challenges facing the target districts and neighborhood of urban revitalization and renewal has been appeared and reflected in different dimensions such as lack of security of tenure, lack of ownership security, residents’ poverty of income, the vulnerability of individual citizens’ livelihood,
Lack of individual security, poor individual and environmental health and education, poor access to legal rights, and social and political exclusion in urban planning and management system in the target fabrics. Urban poverty reduction and preventing the reproduction of urban poverty cycle in the target districts that is defined as one of the major objectives of sustainable comprehensive reinvention urban plan could be managed and reduced only through the definition of policies such as the empowerment of the different social groups, particularly women and children, enhancement of social capital and the restoration of the rights of citizens.
