Dilapidated and instable constructions and infrastructures, the non-standard materials, fail to take advantage of favorable qualities in constructions are seriously focused in the process of urban reinvention and renovation. Along with the aforementioned are the issues of reduction of hazards and damage to the bio-ecosystem and micro-climate and the risks of natural disasters that make it emphatic to adopt policies related to the cities resilience. In this respect unfortunately 274 Iranian cities, including large cities and metropolises, mostly the central cities of provinces that have accommodated about half of the country's urban population are located on the high and very high earthquake-prone areas. About 34% of the total area of 14 Iranian metropolitan cities and generally 59% of the area of cities with over 25 thousands of population are located on high and very high quake-prone areas that is in turn a serious threat for the country, In case of an earthquake with the magnitude of 5-7 in Richter scale, it will inflict on the country not only numerous and serious casualties, but irreparable financial damages.
Hence it seems that cities resilience policies and plans for the target districts and neighborhood within the urban reinvention plan along with backup software programs could be a major step in the prevention and management of natural disaster impacts. The policies and plans could be presented in the form of projects such as improving the quality of constructions, retrofitting buildings and provision and enhancement of basic infrastructure, providing local services and facilities, attention to ecosystem and micro-climate issues in renovation projects.
